I would like to create a database of greeting cards that can be
printed and potentially sold (on-going), as part of retail-oriented
website. I would buy inventory, but don't want to spend a lot of
money. I've posted the request at elance and guru, but haven't gotten
results yet. I may do the same at a local school, but I'd like to get
going quickly, and this will probably be time consuming. Is there
inventory out there I can buy at reasonable prices, a person I can
hire, or some other approach to take?

Are you looking for any particular theme for the art involved? (ie,
funny, serious, artistic, ect)
And were you looking for images that have already been turned into
cards, in a printable format, or were you wanting to take the art and
create your own layouts for the cards, and add your own text, or have
the users customize the text?

Sorry, was in such a hurry to post, that I missed a few other things I
wanted to ask. Were you planning charging people to be able to
print the cards themselves? Or were you looking to print the cards
yourself to be sold by you? And if so, Is it necessary that the cards
be printed by you? Could they be pre-printed cards from a supplier?

I prefer humurous/edgy, but it would depend on the occasion, and I'm
open to ideas. I would be open to cards that are already created, or
ones newly created, but since I want to resell them I assume the
latter will be more reasonable. But I wanted them to be printable and
ready to go, not user-customizable.
Initially, my plan was to print them ourselves and then convey them to
users. They could in theory be pre-printed cards from a supplier, but
I want to own (or license at a reasonable rate, though that is less
enticing) the design so I can sell the card many times. Under that
scenario, I would buy cards once and digitize them.

psgpsg-ga,
I have been researching your question and gathering information,
but before I post what I have as an answer, I think it would be best
to narrow down your specs further, so I can give you exactly what your
looking for.
I have found quite a few resources for wholesale greeting cards
that you could resell on your site. You would not own the images, and
they are copyrighted, but they would be yours to sell.
As for creating your own cards, I have not yet found a source for
printable cards that are for commercial use. I am not sure there is
one to be found. At least not of images already in a card format, and
ready to print.
The other option I was thinking might work, would be to hire a
freelance graphic artist to design the cards for you, that way you
would have the right to print and sell the images. If this sounds like
the way to go, let me know how much you would want to spend on one
(ballpark figure), and I will try and find one that matches your
price. It would also help to know if you were wanting just a few basic
cards, or a variety of designs.

If I buy them wholesale but can resell them, what is the significance
of not actually owning them? Do I pay a license fee? Can I only
resell them once, or at a certain price? Otherwise, it seems like a
distinction without a difference, if I can sell them in a completely
unrestricted way. Either way, curious to know the prices of the
cards, and the amount of any license fees, if any.
Regarding someone freelancing, I've posted the job on elance and
guru but haven't found a great fit. I do believe it would be the best
solution, if I could find a good fit. I fear the problem I may run
into in either case is money - I'd really like to not spend more than
$10 per card if possible. They need not be intricate masterpieces,
just professional looking and creative.
