The killer you are referring to is CHARLES CHITAT NG (Pronounced,
Charles Chee-tah Ing).

You can read the entire story leading up to the current day in the
CRIME LIBRARY http://www.crimelibrary.com/serial_killers/predators/ng/call_1.html.

While this is a very interesting read (if this type of thing is a
topic that intrigues you), be forwarded, it is not altogether
something intended for the squeamish.

CHARLES NG MURDER

More on this…

If you really want to know more about Charles Ng, you can write to him
on San Quentin’s Death Row and ask him. I’m sure he’ll be glad to talk
about his past (he seems rather proud of it).

http://www.ccadp.org/charlesng.htm

As far as the case number goes, over last number of years Ng has
successfully flooded the court systems with literally hundreds of
civil lawsuits, motions and petitions that add so much confusion to
which case is which that it is quite difficult to determine the docket
number of the original 12 charges of murder. Suffice it to say that
for simplicity sake “United States v Charles Chitat Ng” is the
reference one would use for the original case. If you need the actual
docket number assigned to the case back before Ng flad to Calgary,
Canada, I’ve no doubt that he be happy to oblige you, and in fact look
forward to providing you with that information himself. After all, on
his web site he says he is “…seeking sincere friendship through
correspondence and visiting with someone I can build an enduring and
meaningful companionship with…”
