I need to know the medicare regulations concerning what a registered
nurse, a license practical nurse and a nursing aid can do in HOME
HEALTH (not nursing home or hospital)in the state of Virginia.
For example: The nursing aid can help position the patient, bathe him,
etc.
The licensed practical nurse can give medications etc.

I have looked up the Virginia Board of Nursing regulations documents.
One thing about medications is that all three nurse types can
prescribe controlled substances in a limited scope under the
Regulations For Prescriptive Authority For Licensed Nurse
Practitioners (see second source link below).

Here are other basic duties based on the Glossary listed below (I'm
sure what's mentioned here can be applied to nurses working at
someone's home):

Registered Nurse
- RNs oversee the total care of the patient and may delegate duties to
other nurses. Among other tasks, they are qualified to start IV fluids
or medications.

Licensed practical nurse: 
- May tube-feed patients, monitor and discontinue IVs and other
similar jobs.

Certified nursing aide: 
- May perform tasks such as bathing patients, lifting patients and
changing basic dressings.

I also found in the searches that having a nurse at home is called
"assisted living" at home.
I found no information on the US government's Medicare website about
instructions on duties for nurses. I suppose they are governed by the
Nursing board of the particular state.
