Use a trusted contact at the phone company or local police department.

Also, a lot of libraries have 'reverse lookup' directories, call and
ask about it. They also have oftentimes old phone books, you may try
that and find the number before it went unlisted.

A private eye who has previously worked in the police could probably
do the job for you.
