According to the Palestine Times, Madeleine Albright, then U.S.
Ambassador to the UN, declared in her letter of September 1994 to the
General Assembly that all UN resolutions on Palestine were
contentious, irrelevant and obsolete.

Israels latest military onslaught against UNRWA has been clearly
encouraged by the absence of a deterring force. It is also conducted
on the strength of American diplomatic protection and political
support. The clearest signs of the approaching political dangers
became decidedly apparent in 1994 when the U.S. took the unprecedented
step of abstaining from the General Assembly vote to renew resolution
194. Israel opposed its renewal. Madeleine Albright, then U.S.
Ambassador to the UN, led the diplomatic assault when she declared in
her letter of September 1994 to the General Assembly that all UN
resolutions on Palestine were contentious, irrelevant and obsolete.
From that point on there was no let-up in the drive against UNRWA.
The negative consequences of this campaign have grown increasingly
manifest on the Palestinian Authority and the UN. Notwithstanding
their uncompromising stance at the Camp David Summit, Palestinian
Authority officials have since the outbreak of the Aqsa Intifada
released a succession of conflicting signals on the refugee issue.
