Tried the email address however Postmaster
<postmaster@mail.bvigovernment.org> bounced my attempted contact back
as undeliverable. Also the URL address appears to be only for internal
BVI government communication.

Any chance of sourcing another email address for the Minister of
Finance?

When I first saw your question I used this contact form to ask them
when the budget address would appear online:

They haven't got back to me, but the page also has this email address:
dpu@dpu.org

I have verified that it is working, using this tool:
