I am confident that the show you want is "The Eighth Man" (also known
as "8th Man" and "8 Man"). 52 episodes of this Japanese cartoon series
were aired in the US, starting in 1965. The series would be considered
"politically incorrect" today because the hero, a cyborg named Tobor,
recharged his strength by smoking "special cigarettes."

Here are some online references which should help to verify that this
is the correct series:

"Eighth Man, The - Animated robotic hero in the 1965 Japanese
syndicated sci-fi series 8TH MAN about a crimefighting robot ('Tobor,
the Eighth man, the mightiest robot of them all') programmed by
Professor Genius with the spirit of slain police officer, Peter Brady
who was killed by the villain Saucer Lip. Eighth Man battled the likes
of Armored Man, Doctor Demon and notorious villains from the criminal
organization called Intercrime. The series 52 episodes were first
broadcast on Japanese television by TJC Animation and later dubbed
into English for overseas distribution."

"Ya wanna talk about obscure classics? How about Tobor, The Eighth
Man? A private investigator who gets himself beaten to the point of
death by gangsters, picked up off the side of the road by a mad
scientist who transplants his consciousness into an android body. I
especially liked that he could recharge his internal power supply by
smoking his 'special cigarettes'... talk about a role model for the
kiddies!"

"Does anyone remember a dubbed toon called Tobor, the 8th Man? It is
one of the first Japanese animations I recall... Mr. Tobor, private
detective, was in reality an android built by Professor Genius. His
only real powers (that I ever noticed, at least) were running very
fast and the ability to remotely control his detached limbs. When he
!ran low on energy! he recharged by smoking special cigarettes (no
kidding)."
