Unfortunately, the answer appears to be that it depends on how you
look at it. (Also, it may depend on whether other faster results have
not been reported.)
According to the web pages I have seen, your daughter ran 10:39.89 at
the Texas Relays this past Friday April 4.

at the Challenge of Champions in 10:43.57.

The Mobile race was 2 miles, which is slightly longer than 3200
meters. The Mile Split Network has decided to correct the times for
this race down to 3200 meters. It gives Joy Griffith a time of
10:39.84 for the 3200 meters, and lists it as the fastest time for
3200 meters in its network of results for seven states. (For some
reason, even though Texas is part of its database, it does not yet
list your daughter's time in its list of bests in 2003.)

Split Network, she ran slightly faster time for 3200 meters.
You might wish to contact Mile Split Network to determine how it
calculated Joy Griffith's time, as well as to note that your
daughter's time should be listed in the bests.
