Hello girumd,

Are you talking about nuclear technology in general, or nuclear
weapons?

That depends on which side of the fence the question is being asked
from. Countries with nuclear technology might be afraid that if other
countries have nuclear technology as well, it might change the balance
of power against them. Countries without nuclear power probably do not
hold much of the idea of "I have, therefore you may not have". This
really is a personal question, and as a $5 question I could provide

Dear Girumd, 

There are several reasons why developing countries should not have
access to nuclear energy.

First of all, many - if not most, developing countries suffer from
instable, or non democratic regimes. That implies, that the government
are not accountable to public opinion regarding the usage of this
power for harmful means (as it was in Iraq); regime instability might
also bring about changes in power that would endanger the proetction
and safe usage of the energy. These countries are usually ridden with
corruption - which could bring about dangerous mismanagement of this
source of energy.

A second part of the argument regards the economic conditions of these
countries. Developing countries are defined so mainly because they
belong to the poorer countries of the world. These countries sometimes
have no money to develop infrastructure, to maintain it after it has
been developed, or to give elementary services to their citizens.
Neglect or incomplete safety regulations because of lack of funds
could cause a huge disaster.
