Hi vesko-ga!

I found the answer for you. The short answer is YES, and what follows
is my documentation.

As you probably know, the H-4 Visa is good for up to 6 years, at which
time you need to leave the US for a year before you return. During
that 6 years, you may use your foreign Driver's License for up to 6
months (in Virginia) but then you must apply for a license in
Virginia.

See that here:
http://www.kamya.com/intro/h1b.html
..."The H-1B visa provides the spouse and unmarried children under the
age of 21 to stay in the US with an H4 category. H-1B visa is valid
for three years but may be extended for additional three years which
totals to six years. Then, the professional must remain outside the US
for a period of at least one year before becoming eligible for another
H-1B visa....An H-4 visa is a visa issued to a dependent of the person
who is on working visa e.g. spouse, children etc. While you are on
H-4, you are not permitted to work anywhere in US unless you have a
change in status like from H-4 to H-1B. You cannot apply for a Social
Security number but can apply for a drivers license, a bank account or
go to college. The children (below 21 years old) of H4 visa do not
need a separate visa to attend school..."

And the remaining here:

Virginia Department Of Motor Vehicles

Then, at the bottom of the "Driver License Eligibility Requirements"
page below, you'll find this:

Driver License Eligibility Requirements
http://www.dmv.state.va.us/webdoc/citizen/drivers/eligibility.asp
..."Non-Residents:

If you are a non-resident temporarily living in Virginia, you may
drive with your home state or country driver's license and license
plates for no more than six months. This does not apply to commercial
vehicle drivers. Contact your local DMV customer service center for
more information or call toll free 1-866-DMV-LINE (368-5463) or
1-800-435-5137..."

The number above will be able to answer any questions you may have,
although the links below will have more information. I tried calling,
but the recording said to try back later.

Additionally, there are other considerations here:

Don't forget the requirement for minimum liability automobile
insurance!

I hope this is the answer you were hoping for...

The question is still open.

The problem I have is that if you hold H4 Visa you have no second
proof of identity required by DMV. They ask for two proofs of identity
and have a list of acceptable documents. But as holder of H4 Visa you
can't obtain any document they accept as secondary proof of identity.
I have Passport, Visa and I-94 form and no other US-issued papers.

So, if somebody know the way to obtain Driver's License, please, help.

Thank you.

hi! i'm an h4-visa holder but i was able to get a driver's license in
VA. I wrote a letter to DMV requesting for an exemption for the
secondary proof of identity and the letter was accompanied by related
documents such as passport, visa, i-94 and US-issued documents
regarding mu husband's employment.

Hi cheriecabs-ga,

A quick question on your response. Could you please let me know where
you had submitted that letter? Was that at the DMV? I am on h4 and am
planning to submit such a letter.
