I found the answer for you. The short answer is YES, and what follows
is my documentation.
As you probably know, the H-4 Visa is good for up to 6 years, at which
time you need to leave the US for a year before you return. During
that 6 years, you may use your foreign Driver's License for up to 6
months (in Virginia) but then you must apply for a license in
Virginia.

go to college. The children (below 21 years old) of H4 visa do not
