Scott, Google Answers team said I could ask you a particular
question because I felt you had been so helpful with my previous
question and that you deserved another go. The question now is , using
the contact information you found on the US Office of Humanitarian
Assistance and Reconstruction in Iraq , could you find out if there
are any employment or contracting opportunites there ? I do not mean
building or engineering contracts or things like that , but
consulting on democratic and judicial structures , the law,
administrative arrangements or anything in the government or
administraive sectors , involving working in Iraq and available to
non-USA personnel. If you find anything, perhaps you could also send
the contact details that you kindly found on the previous
occasion.Thank you.

Hello holmsglen,

In a briefing on the Office of Reconstruction and Humanitarian
Assistance (ORHA), a senior defense official indicated that the office
was hiring free Iraqis from some European countries.

"Backgrounder on Reconstruction and Humanitarian Assistance in
Post-War" (March 11, 2003)
DefenseLINK [U.S. Department of Defense]
http://www.defenselink.mil/news/Mar2003/t03122003_t0311bgd.html

In earlier testimony on ORHA, an Under-Secretary of Defense stated
that ORHA "will reach out also to the counterpart offices in the
governments of coalition countries, and, in coordination with the
President’s Special Envoy to the Free Iraqis, to the various Free
Iraqi groups."

"Testimony of Douglas J. Feith Under Secretary of Defense for Policy
before the Committee on Foreign Relations U.S. Senate" (February 11,
2003)
DefenseLINK
http://www.defenselink.mil/policy/speech/feb_11_03.html

Accordingly, it appears that the primary non-United-States personnel
involved in ORHA will be Iraqis outside the United States.
Conceivably, the governments of other countries in the U.S.-led
coalition might be contracting with non-Iraqi individuals or
organizations for consulting or administrative opportunties.

Would you like the contact information for OHRA that I had found
previously, so that you personally can find out more about any
potential opportunities? (After all, if you are hoping to work for
them, you might as well make some contacts.) Or, in light of the
information I have provided, perhaps you might not wish to continue.
It's up to you.

Hello holmsglen-ga,

Several news reports about the Office of Reconstruction and
Humanitarian
Assistance (ORHA) note that it is located at the Hilton resort in
Kuwait. Reports from a few days ago indicate that much of the staff
is still at the Hilton, though some are moving into Iraq.

Still waiting the contact information on ORHA that justaskscott-ga
located. I appreciate the effort he went to and I wonder whether there
has been some misunderstanding , as the information has not arrived
as yet.

The answer on this page is the contact information that I located. I
posted the information on April 13, as indicated at the top of the
answer.

If you are now looking to get the newest contact information, you
should probably post a new, separate question. I had researched the
contact information at a time when the operation was based in Kuwait.
But more than five weeks later, the contacts are probably now based in
Iraq.
