A press release by the Public Affairs Office of Headquarters, 3d
Infantry Division and Fort Stewart, explains how to send mail to a
soldier in the 3d Infantry Division in Kuwait. The format for the
address is:
"RANK AND NAME
UNIT NAME
CAMP NAME (IF KNOWN)
UNIT # XXXXX
APO AE 09303-XXXX"
As you can see, the camp name is useful if known, but not essential.
Presumably you know the unit number, if the soldier belongs to a unit
that has one. The press release explains:
"Many 3d Infantry Division (Mechanized) units now have a unit number
and a corresponding +4 APO code. These additional address identifiers
have been assigned to allow the mail to be auto-sorted by the US
Postal Service which will speed the movement of the mail going to APO
AE 09303. Mail without these additional identifiers must be manually
sorted which slows down delivery. I f you are sending mail to a
soldier whose unit does not have a unit number and +4 APO, send the
mail to APO AE 09303, the mail will still be processed and delivered."

If you do know the unit number, it appears that the last four (out of
the total of five) digits of that number are also the last four digits
of the +4 APO Code. For instance, the +4 APO Code for Unit # 93119 is
09303-3119. You can see examples of this in the following Google
search results:

Incidentally, it appears that mail is still supposed to be sent to
Kuwait, rather than somewhere in Iraq. The instructions on sending
mail to Kuwait come from a link on the Fort Stewart home page, and no
contrary instructions have been issued by the Public Affairs Office
since then.
