What are the steps necessary and "best resources" to form a television
production company in California that would create, develop and film
reality television shows?  One question in particular we would like
answered is what are the company "positions" that need to be filled? 
Also, is there a business plan example available online?

I can't really provide business plans, but I can tell you about the
main roles within a production company, and one the crew of a
production like the ones you are talking about. I can also point you
in the direction of industry recruitment resources, if that is what
you are after?

Would this be enough? Also what sort of detail are you looking for
with the steps? Do you mean in terms of generally establishing a
company, or just finding the staff and equipment to produce this sort
of television?

Hmm. the business plans and detailed steps about these specific
enterprises (rather than general "building a corporation" steps) are
pretty important; that is whatwe are really looking for.  I think we
need to go back and refine this question.  Worst case, we may need to
turn to some other resources.

Let's put this "on hold" for a bit and I'll come back with more
refined/better info...?

Are you still interested in an answer or is this question still "on hold"?

I don't know about anything specific to the industry you're interested
in, but the best place to start would probably be to incorporate your
business.  You can use an online service like the Company Corporation
(http://www.corporate.com) to do that, or hire a lawyer.  The online
service, as well as a lawyer, will help you not only incorporate the
business, but assign officers, sell stock (if only to yourself), and
set up some basic accounting practices.
