I am looking for the Uganda Penal Code, specifically the part (Chapter
VII) on treason.

Hello.  The watchdog group Human Rights Watch publishes Chapter VII of
the Ugandan Penal Code on their website at:
http://www.hrw.org/reports/1999/uganda/Uganweb-13.htm

To find this, I did a Google search for "Uganda penal code treason."
