There seems to have been a miscommunication; usually, when somebody
wants to "locate" a journal article, that person wants to find a
library which carries the journal in which the article appears.  Then,
the person either obtains a copy of the article via an Inter-Library
Loan, goes to the library directly, or calls the library and requests
a copy of the article.

It was not clear to me that you wanted an online copy of the article;
feel free to reject my answer.

I have heard back from a source where you can get a photocopy
of the article either mailed of faxed to you at no cost.

Please advise on how you want to proceed on this.
