My document delivery service of choice for medical journal articles is
Infotrieve. You can have articles sent to you by fax, e-mail, or snail
mail, and you don't have to be in the medical profession or have
access to a medical library to receive them. (If you will be searching
for medical articles on a frequent basis, you might want to bookmark
this site, if you have not done so already):

You will need to go through free registration to order articles.

Normally, you can click on "Article Finder" in the menu on the
left-hand side (for best results, be sure select a "begin" year going
back as far as you wish -- the default is 1998, the last 5 years --

**HOWEVER**
It looks as though the article you need can only be purchased by
hardcopy, and is not downloadable electronically via the Internet. I
checked to see if the journal you want is covered by the Infotrieve
service by clicking on the "DocSource" button on the left-hand menu.
That brings you to this page, where you can search for Journals by
name:

I performed this search, and it brought up two possible titles,
although I suspect that the first one is the one you seek:

Hi, Chuck.
As no links have been posted in the last 3 days, I regret that it
appears that you have been the subject of a mean prank. Just as in the
Real World, on occasion someone comes along here who seems to post,
for some unfathomable reason, things that might be considered nasty or
offensive just for the sheer pleasure of doing so. This is **really**
not nice, and I and other Researchers are very sorry that this
happened on your Question.
I have searched the web some more, and I honestly do not believe that
this article is available for free. This is more and more the case
with all kinds of information, as authors and companies have come to
realize that people are willing to pay for such information.
I have, however, determined that the citation you were given is not
completely correct as to issue, volume, and year. It looks like this
is the correct citation:
