There's this horror film I saw as a kid that scared the hell out of
me. It was about this psycho that looked like Lou Ferrigno who went to
this house in the middle of nowhere and started killing the folks who
lived there.
 
Some scenes I remember: 
 
A guy's leaning over the engine of his car while fixing it. The psycho
dives on top of the bonnet and crushes him.
 
A lady stabs the psycho in the back with a kitchen knife, but he
doesn't die.

Two policemen shoot him full of holes, and, right at the end of the
film, the psycho opens his eyes!

Also, I have asked this question before (ID 50717) and should make
clear that the film does not star Chuck Norris.
 
What is the name of this film?

The 1981 movie you are talking about is called “Home Sweet Home”

…and, yes, you are right. Jake Steinfeld, who plays the bad guy, did
look a bit like Lou Ferrigno in his early years. Incidentally, he went
on to become known simply as “Jake”, the famous workout guru of the
“Body by Jake” workout tape series.
