Are the below websites legal in the United States?

I am confident that the two websites, the second of which acts as the
seller for the first, are not legal.

I will explain how I came to this conclusion.
I searched Google under the term "legality of Phentermine site:.gov"
which excludes any website which does not end in ".gov".
This is for obvious reasons; you cannot rely on a website,
particularly one selling anything, to have accurate legal information.

There were only five results available, the first of which contains
the quote " ... the Controlled Substances Act prohibits the dispensing
of a controlled substance without a valid prescription.  See 21 U.S.C.
 §§ 822, 829, and 841.  A regulation issued by DEA defines
"prescription" in a way that may exclude "prescriptions" for
controlled substances that are obtained through an online
questionnaire.  Relying on these statutes, a grand jury in Maryland
last year returned a 34-count indictment against a physician for
dispensing several controlled substances, including phentermine and
fenfluramine, without a legitimate medical purpose."

What this means, is that a ruling in a Maryland court had the effect
of prohibiting the sale of this drug without an official prescription.
This includes sales online or offline.
An online questionnaire or form of any kind does not count, legally or
medically, as a prescription.

I followed the website as if I were buying the product which took me
to a secure server (secure.pillvalue.com), before the final
transaction it asks you to fill out exactly the type of questionnaire
that I mentioned above.

So, again, I conclude that the website(s) are not legal in the US.
