What states have outlawed wood burning fireplaces?

You also may wish to clarify whether you are looking for states that
have outlawed wood-burning fireplaces entirely, or ones that place

It has not been outlawed. Some states have EPA burning requirements. Most of
them are out West. There are pockets of counties and municipalities that
have outlawed and approvals. The best thing would be to check with the
building inspectors from the area you are interested in specifically.
