when a condo owner has an appliance offensive to a condo neighbor....a
noisy air conditioner....and is responsible to fix it, but
refuses...should the condo associatio have it fixed and charge the
offending owner??

In which state an city are you located? What is the name of the condo
association? These are rules that likely are set up by the condo
association itself.
