The following is an explanation of the basic differences between a
nursing agency and a nursing registry.

A Registry is a service that locates, recruits, and provides medical
staffing (nurses) for hospitals, nursing homes and a wide range of
other medical facilities. A Registry may also provide nurses for
private duty work situations. Usually a fee is collected from the
nurse to register, or from the party where the nurse provides
services; however, some "registries" operate like temporary help
firms. Operationally, registries function much like Job Shops. Once
the Registry finds work for the nurse, the nurse is effectively her
own independent contract worker. She gets paid directly

“The biggest difference between a registry and an agency is that,
unlike an agency, caregivers are not employees of a registry. They
work as independent contractors and are responsible for obtaining
their own liability and workers compensation insurance. They must also
comply with tax laws pertinent to independent contractors.”

An Agency employs nurses and provides their services to hospitals,
nursing homes and other medical facilities. These facilities
effectively hire the Agency to provide the services of the nurse. The
Agency will be responsible for the nurse, and the nurse is an employee
of the Agency.

The following is an example of the function of a nursing agency: 
“A nursing agency is hired by a convalescent home to provide nurses
who will work on a part-time basis in supplementing the workforce of
the home. The nurses are employees of the agency. While the nurses are
placed with the convalescent home, the home will have control over the
work which the employees are to do as well as how the work is to be
done within the general parameters of the type of personnel services
contracted for (namely, nursing services). In this case, the
convalescent home is purchasing personnel services.”
