First, Outlook Express can always be reinstalled by going to
Microsoft's pages and redownloading / reinstalling or updating. But
this is not your problem.
As you can see from this message, the problem you are having is most
likely with a change to the SMTP server at your ISP:

"My ISP (mindspring.com) suddenly decided to restrict outgoing SMTP
mail to their own server only (mail.mindspring.com). Mindspring chose
to not tell anybody about it - probably because most people would not

to us another SMTP server (mm.mailbank.com). When I changed my SMTP
server setting to mail.mindspring.com, everything worked just fine. A

Call your service provider, double check your SMTP setting for the
email account that is failing and you should be good to go without any
reinstallation. Just go to Tools / Accounts / Mail and select your
account. Then click properties and check your settings.

As you can see, this error can also occor on the POP server side
(incoming email) though yours is on the sMTP (send email side).
Outgoing mail is almost always on Port 25, as shown in your error
message.

So, as you can see, your solution is to find the SMTP server address
your provider requires - and may have recently changed.
