The quote is Psalm 119, verse 18, of the Bible, precisely as rendered
in the King James version:
"Open thou mine eyes, that I may behold wondrous things out of thy
law."

Are you looking for an instance when George Washington Carver might
have used this quote in a speech or publication, or is the biblical
citation a completely satisfactory answer?  If it is satisfactory, I
