How can I do a query against Amazon's marketplace listings to
determine all titles that have a 'Buyer Waiting'?

I'm pretty certain that you can't pull up such a list with their
regular seach engine.  However, you can probably set something up to
crawl Amazon's entire site and grab that data.  I believe this is what
the site listed below does.  They offer various "Buyer Waiting" lists:
