I have used most of them, and I currently use Google Adwords.
Most viewers
------------
Google Adwords and Overture are probably about equal. Google has never
released figures for Adwords, but they definitely fill the first two
places.
FindWhat is a clear 3rd. The next best are Ah-ha, Kanoodle and ePilot.
eSpotting is very big in Europe.
Forget about any others. More than likely you will never spend much of
your initial deposit, regardless of which keywords you use. Any PPC
site which is offering special deals like "get double your initial
deposit" are to be avoided.
Mimimum bid

Overture is 10 cents. Google varies, but expect a minimum of 5 cents.
Kanoodle is 5 cents.
FindWhat is an amazing 1 cent. It is going up to 5 cents in September,
and any existing bids below 5 cents will be "grandfathered", which
means as long as you do not change anything (not bid or description or
URL or keywords) they can stay at the price.
Ah-ha and ePilot have a minimum of 1 cent.
My recommendations
------------------
If getting the biggest audience possible is your priority, use Google
Adwords. In general it is cheaper and has better functions than
Overture.
There is a negative: Google is very strict regarding how you word your
ads.
If your priority is price, use FindWhat. It is worthwhile spending
time to think up keywords that are less obvious. Having 10 of them for
1 cent each is better value than 1 10 cent bid elsewhere.
