  I interpret your question as inquiring about
  laws restricting online gambling in countries
  other than the United States.

  This question is hard to answer because the legal
  systems in most countries lag behind technology
  and do not accurately capture online gambling.
  Also, do you view a country that requires gambling
  license as "restricting?"
