  I interpret your question as inquiring about
  laws restricting online gambling in countries
  other than the United States.

  This question is hard to answer because the legal
  systems in most countries lag behind technology
  and do not accurately capture online gambling.
  Also, do you view a country that requires gambling
  license as "restricting?"

  That report mentions these countries:

   - Antigua
   - Australia
   - Barbuda
   - Finland
   - Isle of Man
   - Liechtenstein
   - South Africa
   - United Kingdom
   - United States
 - answers to all kinds of gambling questions, including
   "Hey Max, What are some unlicensed casino operating
   jurisdictions, and where would I find a list of them?"
 - requires a subscription, but seems to be a
   great source of information.
 - lists "71 jurisdictions offering some form of
   online gaming license."

      These sources should give you a complete
      overview of laws governingg online gambling.
