The short answer is that property prices in the South East increased
by around 20 percent over that period according to the figures
published by the Halifax and the Nationwide. One says 19 per cent and
the other 21 per cent. You may be able to get more detail and accuracy
using Land Registry figures if you are interested in a specific kind
of property in a specific area.
Here are three different ways to investigate the shift in prices. All
available figures are based on quarterly data, so I have taken Quarter
4 (Oct-Dec) of 1995 and Quarter 3 (Jul-Sep) of 1997 in each case.
NATIONWIDE REGIONAL QUARTERLY INDICES
The Nationwide has a plenty of house price data available on its
website. They divide the South-East outside London into "Outer South
East" and "Outer Met" areas. Using an index to track rises they give
these figures:

THE HALIFAX HOUSE PRICE CALCULATOR
Definitely the easiest way to track changing property prices, the
house price calculator from the Halifax (now HBOS plc) lets you type
in the value of a house in one quarter and it will work out its likely
value at a later date. If, say, a house in the South-East was worth
£100,000 in Q4 of 1995, they calculate it would have been worth
£119,300 in Q3 of 1997, i.e. a change of 19.3 per cent.
Try this. It's much quicker and easier than the other options!

THE LAND REGISTRY
At the Land Registry site you can download "Residential Property Price
Reports" covering details as specific as prices within one county, by
house type. For instance, you could find data on terraced houses in
Surrey.
The reports for July-Sep 1997 and October-December 1995 are pdf files
for which you need Adobe Acrobat Reader.
