There are numerous possibilities for this odd behaviour, if the
following do not work, feel free to clarify.
Unfortunately, the "secure" site that you may be trying to access
could actually less secure then you think, and setting the security
setting to a lower value could solve the problem.
The other possibility is that the version of Internet Explorer you
have does, does not have 128 bit encryption. To check this goto, Help
> About and it should say. If it is lower than 128, goto
http://www.microsoft.com/windows/ie/downloads/critical/ie6sp1/default.asp
and select "Reinstall all components" if prompted. Check the cipher
strength after rebooting and it SHOULD be 128-bit.
If you restore your computer to 128-bit cipher strength and you still
cannot view Web pages on secure Web sites, do the following:
1. Click Internet Options on the Tools menu, and then click the
Advanced tab.
Under Security, click to select the Use SSL2.0 check box and the Use
SSL3.0 check box (if they are not already selected).
2. Click OK.
If all else fails, try upgrading to the latest version of the browser.

Internet Explorer 6 implements advanced cookie filtering based on the
Platform for Privacy Preferences (P3P) specification. The cookie
settings that are configured on the Security tab of Internet Options
in Internet Explorer 4 and Internet Explorer 5 (or on the Advanced tab
in Internet Explorer 3) are removed when you upgrade to Internet
Explorer 6. By default, Internet Explorer 6 sets your privacy
preferences to Medium for the Internet zone. Unsatisfactory cookies
are blocked at the Medium privacy level, and this can prevent some Web
sites from creating or reading these types of cookies on your
computer. If the Web site requires unsatisfactory cookies to work
properly, you may experience problems gaining access to some parts of
the Web site or using some of its services.
To work around this issue, configure your Internet Explorer privacy
settings to Low or Accept All Cookies. To do this, follow these steps:
Click Tools, and then click Internet Options.
On the Privacy tab, move the slider to Low or Accept All Cookies as
needed to permit the Web site to work properly.
NOTE: If the slider is not available, click Default, and then perform
step 2.
Click OK, and then attempt to access the Web site service again.

Also, note that the problem may not be with you, but with the site.
Some sites may block access from certain browser versions since the
sensitivity of the data transfers requires the browsers to be
thoroughly tested before allowing them to access secure pages. In
this case, it is adviseable to use another browers
(http://www.netscape.com) to access the secure pages
