Lots of records aren't freely available on the Internet and this is
one of them.  The process for finding  the legal owner is:
1.  use a street address (or range of addresses)
2.  go to the Fayette County recorder of deeds
3.  use the street address to obtain a legal description of the
property
4.  with the legal description, you should be able to find the owner
(and whether there are any lienholders)

You may also want to check the Westmoreland County records to see if
anything shows up there.  Do you have a specific address for Rostraver
Estates?  I show it as being RR2 which I guess is in a rural area (I
don't know whether it is considered as being in Fayette County or
Westmoreland County or possibly both).  There are about 5-6 businesses
in the area that have the name ROSTRAVER associated with them.
