I am searching for an a car rental company in the Washington
D.C/Virginia (northern or Richmond/chester area) or Maryland area. The
rental company must rent to an Insured 20 year old (under 21).

I live in the boston area, and there are smaller companies that will
rent to 18+, but the major chains usually will not.
