I am trying to find an arrest record for Marc Bradford Waldman in the
Allentown, PA from anywhere between 1998 and 2003, are these records
available to the public?

Yes, apparently, in Pennsylvania, this is information is indeed
considered part of the public domain. In fact, they’ve even set up a
program and a special site where the information can be obtained
online in order to make the process easier. It is known as the
“P.A.T.C.H. SYSTEM”.

“Pennsylvania's Criminal History Information Act contained in Chapter
91 of Title 18, Crimes Code. This Act also directs the Pennsylvania
State Police (PSP) to disseminate criminal history data to criminal
justice agencies, non-criminal justice agencies and individuals on
request. Criminal justice agencies can access all of an individual's
criminal history record information (CHRI). Requests made by
non-criminal justice agencies and individuals are subject to edit
criteria contained in the law.”
