I need a mailing list of all law firms in Pennsylvania. Is such an
animal available for purchase? Please be specific - where can I buy
one? Or if more economical and not terribly time consuming, how could
I compile one using published or publicly available data?

You don't have to buy one! Lawyers.com provides a listing of 1000+
lawyers for Pennsylvania. Just follow the link and the list is there.
Most of them are complete with physical and web addresses. Just click
on the number to expand the list.

martindale.com. My question is whether I can purchase/export/download
a MAILING list of law firms, such that I would not have to re-enter
all the data into my contact management program.

I also tried searching at Info USA and USA Data and both indeed have
lists for Pennysylvania law firms as well. The link does not go
directly to the page so one could search using these pages as a start
and then put Pennsylvania as a category. I will give you the cost and
and the number of leads so as to save you time searching.
