There was this film that I saw on late-night TV in the early 1990's. 

It featured a short scene where a businessman and a woman wearing, I
think, a blue dress were in the back seat of a limo.

The man locks eyes with her and starts pulling back the dress, and...
that’s all I remember. It was a very tense scene, and very sexy.

I can't remember anything else. Odds are, however, that it was a
B-grade film, seeing it was on late at night on free-to-air.

I imagine it was made in the late 80’s/early 90’s.

It was not a horror movie, and it was not a comedy.

I do not remember any of the actors from the movie.

This question was asked before (ID 178575), and from that it’s been
established that it’s not any of the following films:

No Way Out
Wild Orchid
My Chauffeur
Ultimate Desires
Prom Night 4
New Nightmare
Wall Street
Showdown in Little Tokyo

And no, it wasn't a porno.

Remember, it is definitely not No Way Out, which starred Kevin
Costner, Sean Young, and Gene Hackman.

I saw the movie in Australia, however it was definitely an American
movie.

I didn't say it was a "B" movie, I said it was "a B-grade film." If
you don't know the difference, then maybe someone could explain it to
you, because I really couldn't be bothered.

Yes, I saw No Way Out. That's how I know it's not the answer.

I wonder if the movie you're looking for involves a cat? Well, I
remember this sombre movie wherein a cat appears at several scenes of
stories about misfortunes of people... so I was just wondering.

As my question states, I only saw part of one scene. For all I know,
the film may have no cats in it, or it could be the heartwarming tale
of a poor cat who has to find its way home.

It doesn't matter. If you think it could be the answer, why don't you
just post it already?

It might be helpful if you said in what country you saw the movie on
TV. Also, your reference to "B" movies is a bit puzzling; they haven't
been made for about 40 years, and were shown as the second film in the
then usual two-film cinema programme (often, along with a cartoon and
a newsreel!)I must say that when you first posted this question, I was
one of those who thought the movie must be No Way Out. Have you seen
that movie? Even if it isn't the one you recall, the backseat love(?)
scene between Kevin Costner and Sean Young is pretty sexy.

Although they don't make "B" movies today by the old definition, the
term is still used to describe modern films. Typically, the modern B
movie has many of the characteristics as the programmers of yore:
second or third string cast, lower production values, second or third
string directors, etc.
