When Windows NT was first released this problem happened quite
frequently as people moved back and forth from NT to Windows. The
gist of the problem is that the Windows 98 fdisk program does not have
the ability to delete an NTFS partition. There are several methods
recommended by Microsoft to deal with this situation.
"To delete or modify a primary NTFS partition, use any of the
following methods:
Boot MS-DOS version 6.0 from a floppy disk and press RETURN to
continue installing MS-DOS 6. When you are prompted to do so, choose
Remove Files.
Initiate Windows NT Setup from floppy disks or a CD-ROM. When you are
prompted to do so, press P to remove the partition.
Use the Delpart tool (Delpart.exe) to delete the NTFS partition. The
Delpart tool is included with the Microsoft Windows NT 3.1 Resource
Kit only. It is not included in the Windows NT 3.5, 3.51 or 4.0
Resource Kits. The Windows NT 3.1 Resource Kit is available for
download from the following Web site:

Boot OS/2 version 1.x from a floppy disk and run its Fdisk program. To
remove the partition, specify the /D option."

If you have the NT/2000 CD-ROM around the easiest solution would be to
boot from the CD-ROM and remove the partition from within the setup.
Then, you can cancel the NT/2000 setup, boot from a Windows 98 floppy,
run fdisk and create the partitions you want for Windows 98. If you
need to download delpart it is available from Microsoft in the NT 3.1
Resource Kit (linked above).

I appologize, I blew this question by going off on a tangent that
isn't really answering the question you asked. Let's try this... if
you really do have a large enough partition to install Windows 98
(install image could be as much as 355 MB) you can try running setup
with these parameters: setup /id
The /id switch will tell the setup program to ignore disk space
errors. The setup will fail, however, if it runs out of space before
you finish the installation. This will help in cases were setup is
simply getting tricked into thinking there isn't enough disk space.

The FAT32 filesystem is more efficient for large drives, but is not
necessary for Win98 and should not cause the installation to fail. If
you do use FAT16 the partition can only be 2gig, but that should be
plenty of space for a Win98 installation.
If this doesn't help we will need to know more information like the
the size of your hard drive, number of partitions you created, etc.
