I'm looking for an initial assessment to assess people's skills in
literacy and numeracy in the UK. It's used online and it's called
USDOR. I don't know what any of the initials stand for, except I
believe the D stands for domestic. there are 10 questions for literacy
and 10 for Numeracy.

Are you sure about the name being USDOR? 
I was unable to find the assessment you describe, however, I have
found online practice versions of the UK National Tests for Adult
Literacy and Numeracy Levels 1 and 2, which contain 40 questions each.

I do not want adult literacy/numeracy test levels 1 and 2, 40
questions each from dfes website. These are very specific tests, 10
questions for lit and 10 for Numeracy.
They are called U.S.D.O.R. Nothing else will do.
Is there any information via the UK Basic skills agency on them?

The Basic Skills Agency was the first place I looked. It does not
appear to contain information about any type of online assessment.
Furthermore, I searched for USDOR on two other search engines apart
from Google. The only context in which I found this acronym was US
Department of Revenue. Perhaps another researcher may have specific
knowledge of this resource, because there does not appear to be any
information about it, under the name you have given, on the Internet.
