preferably free, but would pay a small fee (less than$5 per month)

need to quickly enter an expense item(ie:  "lunch $10" , "supplies,
contact lense, $35") and eventually export to Excel or Money

great if support synching with palm

Hello davli

I found one fee-based service within your stated budget and one free
service, which both offer the facilities you need, as well as three
free services that do not support import or export of data.

1. Xpensetracker.com http://www.xpensetracker.com/ is a web-based
service that allows you to record your own expenses, and if you want,
you can also use it to track expenses shared with a group of people. 
In order to be able to import and export data to and from your PC and
Palm, you would need to subscribe to the Gold service at $2.99 per
month. The basic Silver service costs $1.75 per month.

Here are the main features:

You can if you wish set up a number of categories for your expenses. 
For example, you can have one called “Food”, another “Car” etc.  You
can assign a category for each item you enter and then be able to view
all items for one category grouped together with the subtotal for that
category calculated.

You can set a budget for each category and compare actual spending
with this budget.

You can have categories to record income as well as categories to
record expenses, if you wish.

Some starting templates for categories are provided, but you can
modify them to fit your needs.

You can export data to your PC in the following formats: tab-delimited
text, MS-Excel  worksheet, Quicken98 (.QIF).  QIF is also the format
used for import and export into Money.

There is a free utility which lets you share information with your
Palm.  “XMP (XpenseTracker Mobile for PALM) is a PALM application
built specifically for interfacing with XpenseTracker.com. You can
download this application to your PALM device and use that to record
your regular expenses when you are on the go. When you are ready, you
can upload those expense records to your TrackSheet on your
XpenseTracker.com account.”

You can also import details from bank and credit card statements:
“Most banks or Credit Card institutions let you download your
transactions in a Quicken(TM) compatible format called (.qif).
XpenseTracker is capable of reading that format and importing those
transactions. You do not have to be a Quicken (TM) User to use this
function.”

The analyze feature lets you view total amounts spent under each
category as well as how they compare against budgets. You will also be
able to see the percentage of each category of expenses to the total
expense. You can also display this information graphically as bar or
pie charts.

2. fnCentral http://www.fncentral.com/ This is a free service that
allows you to import and export into Money in QIF format, and also
provides a Palm VII interface.  I hesitated to put this as No. 1,
because the home page mentions difficulties are being experienced with
the service. Also, the site demo has been disabled, and the paid
premium bill pay service was withdrawn last July. All of this casts
some doubts on the future life of this service.

Here are some free services that let you maintain your expenses
records online but do not support import and export.
Chipcount http://www.chipcount.com/index.cfm 
BuddyBills http://www.buddybills.com/clnLogin.asp primarily aimed at
groups, but it can also be used by an individual.
Comtrack Expense Tracker http://www.comtrack.com/Expense_tracker.htm
