J. George deLyra was born in Recife, Brazil, on June 24, 1929 and died
on April 15, 1999 in Gardiner, Maine. According to his obituary: "He
pursued a career in art, working in many mediums over the years. He
taught for many years at the Portland School of Art and was known for
his portraiture."
Here is a link to the complete obituary in the Times Record, a
newspaper serving Maine's mid-coast:

Mr. Delyra was apparently a respected local and regional artist. His
work is displayed in the permanent collection of the Art Gallery of
the University of New England. Here is a link to that gallery's
website, which mentions deLyra in the description of its permanent
collection:

George deLyra's birth and death dates are confirmed by an entry in the
Social Security Death Index ("SSDI"), a standard genealogy reference.
Here is a link to the SSDI search page (just enter "deLyra" in the
surname block to see the entry):

Search Strategy:
There is very little online information about Mr. deLyra. I found the
SSDI entry first, and then tried various Google searches to confirm
that the SSDI listing and the artist you are seeking are the same
person.
I found the art gallery reference with a simple search using the
following terms:
"george delyra"
I found the obituary confirming the artist's identity and his birth
and death dates after trial-and-error searches on genealogy websites
using combinations of search terms such as "obituaries Maine
newspapers Kennebec Gardiner" revealed an archived obituary from the
Times Record for another central Maine resident. A visit to that
newspaper's website confirmed that its archives are indeed freely
searchable, and I came up with the deLyra obituary cited above.
I am confident that this is the information you are seeking. If any
of the information is unclear, please ask for clarification before
rating this answer.
