Hello janmark
You can choose between a shuttle bus service, using "executive" buses,
or a taxi. The buses run every 30 minutes except during the night; see
the schedules below. The airports are on different sides of the city -
Congonhas 9 miles west and Guarulhos 19 miles to the north-east - and
journey time varies according to traffic conditions. In the rush hour
it may take 90 minutes.
I am confident that the buses run every day as I have checked using
various searches and visiting several sites and found nothing to
suggest it is not a daily service. The journey costs 21 Brazilian
Reals and you can pay using a credit card. One further point to note
is that Guarulhos is sometimes called Cumbica by residents of São
Paulo.
""Executive buses", more comfortable than the regular city bus, leave
the airport [Guarulhos] regularly [....]and cost approximately USD 6.
They leave the airport from Passenger Terminal 1, Wing A, Arrivals,
and from Passenger Terminal 2, Wing D, Arrivals."
With taxis you have a choice between a regular cab and a blue and
white air-conditioned cab. "Both leave from Passenger Terminal 1, wing
B, Arrivals, and from Passenger Terminal 2, wing C, Arrivals, and
operate 24 h."

"If you prefer a taxi, get a fixed-price ticket in one of the booths
in the main hall. With a credit card, you pay at the counter;
otherwise, get your ticket and pay the driver directly. For added
comfort and security, take the special Radio Taxis...."

"Avoid getting ordinary taxis, especially if you are just arriving, be
you at the airport or bus terminal.
Although Blue and White Radio Taxi (Rádio Táxi Azul e Branco) or Red
and White Radio Taxi (Radio Taxi Vermelho e Branco) are a little bit
more expensive, they are much safer and comfortable.
It really worth while to expend a little bit more."

Here are two estimates I found for journey time between airports:
"Between 40 minutes and 90 minutes during the rush hour"
http://dionysos.mpch-mainz.mpg.de/smocc/travel.htm
"Average travel time in either direction is 1 hour."
