I have the VIN# (14 characters) of a 1967 Vechicle I would like to
locate. The car's last known (to me) registration was in CA in '87.  I
want to identify the cars' current owner (locate the
car) if registered currently somewhere in the USA.

Are you asking how to locate the car by the VIN #?  You question was not clear?
