I'm looking for a method of scrolling (left right up down) the view.
This is normally done by clicking on the mini-map or placing the
cursor near the edge of the screen.

Hi gllen,

I searched on the official Command and Conquer Generals message boards
for the following keywords: scroll keyboard

Official Command and Conquer Generals Message Boards search page
http://messagebrd.westwood.ea.com/cgi-bin/boards/gen/ultimatebb.cgi?ubb=search

I found the following discussion:

General Discussion: "Scroll with arrows mod (works online)"
http://messagebrd.westwood.ea.com/cgi-bin/boards/gen/ultimatebb.cgi?ubb=get_topic;f=1;t=022029

The author of the first post in that discussion states that you can
scroll with the keyboard by holding either the Alt or Ctrl key and
then pressing any of the arrow keys. He also provided a link to a new
CommandMap.ini file that changes some of the default keyboard
mappings. If you use the new CommandMap.ini file, then you can scroll
by just using the arrow keys.

I also found the following discussion on a CNC Generals Nation forum
that verifies that you can press the Ctrl key along with an arrow key
to scroll:

General Discussion: "Whatever happened to scrolling with Arrow Keys ?"
http://www.cncgn.com/forums/viewtopic.php?t=1306

I hope this helps.

Hi gllen,

If you are going to use the new CommandMap.ini file, then I recommend
that you make a backup copy of the original file.
