I'm looking for examples of online (off shore most likely) websites
that offer person-to-person gambling (poker type games) where you're
actually playing against another human being or group of human beings.

Is using a site like this as a U.S. citizen legal if online gambling
is allowed in your state?

First of all, according to

is a major issue and there are currently bills before the US Congress
to outlaw Internet casinos. Some states, such as Missouri and South
Dakota, have passed laws prohibiting Internet casinos from offering
their games of chance within state boundaries. But even if the Federal
Law passes (named the Kyl bill after the Congressman sponsoring it),
it will be extremely difficult, if not impossible, to police its
provisions and stop anyone from tapping into these casinos from the
privacy of our homes. A few of these Internet Casinos are even
publicly held companies listed on the NASDAQ." Additionally,

explains that the player should abide by the laws of his jurisdiction.
 Therefore, it seems that as long as the area that you live allows
gambling, you could play online legally. (searched for "online
gambling legality")

http://www.onlinepokerreview.com/ lists quite a few poker sites, as
well as suggesting books and articles, and other information like
recent news and promotions about online gambling. This site will give
further information about the games offered, the rake and game limits,
and other characteristics of each site.

The above site lists many poker sites, but the best three (all are
both fairly popular and are reliable) that I've found are:

1. Paradise Poker (http://www.paradisepoker.com) - This seems to be
your best bet right now.  It has the largest population of players,
meaning that you can always find a game in either Texas Hold'em, Omaha
High, Omaha Hi/Lo, 7-Card Stud, 7-Card Stud Hi/Lo, 1v1 games, and even
tournaments.  I have personally used this site for play money, and I
can attest that it is very simple to use, and very profesionally done.
 The problem, however, is that with so many people playing, the skill
level is quite high, and it can be hard to win.

2. UltimateBet (http://www.ultimatebet.com) - This is another very
reliable site that also has quite a few players, and may even give you
a better chance at winning.  It also offers quite a variety of stakes,
from 1/2 cent to no limit.  They also offer different games such as
Crazy Pineapple.

3. Planet Poker (http://www.planetpoker.com) - The OnlinePokerReview
notes that this casino doesn't have an enormous amount of skilled
players, so anyone has a chance to win.  They offer extra games like
five card draw and five card lo.  They also offer low stakes from
nickel/dime games and up.

The most popular for of person to person betting online is poker.  I
have played several poker on several Internet sites and a review of
some of them can be found on www.pleasurepoker.com.  Most of these
sites do not accept credit cards issued from the United States.  There
are other options of payments which can be found on pleasurepoker.com.
Also, another form of person to person betting besides poker that is
catching on can be found on

Trade Sports allows you to bet on games in real time against other
players.  Trade Sports makes their money by charging a fee per
transaction.  Unlike poker sites, they do accept credit cards issued
from the United States.
