The bigger portion of my autocad work is converting blueprints to an
autocad files. Right now I am using the scale / spinning the chair to
enter a couple measurements / repeating technique.

I really have no idea how it should be done and am looking for the
most time saving technique on a budget of $1,000, $2,000 and $3,000.

Badly worded question...

I am looking for the most efficient way of turning a hard copy paper
plan (architectural floor plan) into an autocad LT '02 file. I would
prefer to pay $1,000 for the 'solution' (hardware and software), but
would like to see the benefits of the next step up (up to $3,000).
