what's a good business model for making money with VOIP?

i have a client that wishes to start a business using VOIP (if you
know what this means already then you may be my researcher).

i've cautioned him about the trouble and expense of trying to be the
phone company, because customers will want you to come out to their
location, spend lots of time on intall and hand-holding. very high
overhead biz model.

is there an easier, simpler way to make money with this?  (he's
willing to invest some capital into back-end and infrastructure so
this is more than just an employee looking for tech work).

I have researched the different ways on how you can make money over
VOIP technology. These are suggestions wherein you tie-up with the
carrier since you said that you have already adviced him not to be the
phone company. By the way it is a very good advice!
