Implementing Tuition and Student Loans in China

During the period from 1949 to 1966 and from 1979 to 1983, Chinese
higher education system offered free tuition, free room and board, and
no fees. In 1989, based on the recommendations among government and
higher education officials, a pay-for-education system was carried out
on a trial basis. As the tuition income increased, higher education
institutions' financial autonomy improved as well as the students'
learning responsibilities and consciousness.
With the great change of Shanghai's social and economic conditions and
the increasing frequent contacts with the international society,
Shanghai's education administrators put forward a proposal about
student loan. The Pudong Developing Bank and Shanghai's Municipal
Education Committee carried out the Shanghai Student Loan Project, the
first student loan program in both China's bank history and education
history and evoked nation repercussions.

Many local governments in China also have established special policies
to attract overseas Chinese students. In Shanghai alone, according to
a recent report, 16,000 students have returned as of August 1998. In
addition, several thousand overseas Chinese scholars have arranged
