On a Ford Focus 2003 1.8 TDCi 115bhp, at what RPM does the turbo kick in?

Maybe a better question is when does the wastegate open, letting the
turbo come up to speed?

This implies that it’s not when the turbo kicks in but how quickly you
try to kick it in.
This is why some race car drivers ride the brake pedal and gas pedal
when going into a corner; keeps the turbo up for a quicker exit.
