find me the best and most expensive men's fragrance. I need something
that will make an impact, not the same old garbage they sell in
macy's. Price is not a problem.

So you want something that will make an impact?  Well, what might make
a good impact for one fragrance wearer may be a disaster for another. 
Selecting what might be considered the "right" fragrance either for
yourself or for somebody else is an experience "fraught with peril." 
That last three word quote is from an article in the Las Vegas Review

Even though you can read the article, I will post some of it here so
that others may have some idea of what we are speaking of.

The RJ did a little test of their own and the results may surprise
you.  Expensive does not always mean a particular scent is good for
you.  There are factors involved many of us never think about.  Even
what we eat has impact on what an applied fragrance will do.

Here are a few quotes from the article and the results of the
experiment:

"We held a "sniff" test of 24 fragrances -- admittedly a small sample
-- to identify the most popular for men and women, figuring our
nostrils were just as qualified as those of the next consumer.

"The result was bedlam. That will teach us; there is a reason to be
scientific about these things.

"In a smelly scenario reminiscent of Florida's presidential voting, we
could not elect a clear winner from the products for either gender."

With the results of the effort being - "Of the 12 men's fragrance
samples, the No. 1 choice was XS Pour Homme by Paco Rabanne. - - The
only safe conclusion is scent is highly subjective, we decided.

"It's key for the potential wearer of a fragrance to give it a trial
run. "I can't wear Good Life," a men's fragrance by Davidoff, one male
Living staff member admitted. "It makes me smell like Raid."

So, I guess that would answer at least part of your question. 
Smelling like bug killer would certainly "make an impact."

To be frank (even though that's not my real name), I can't imagine a
researcher here even trying to tell you what particular fragrance
would be best for you.  Any number of us would be more than willing to
tell you what "we" like best but what the scent would be like when
applied to you, we would have no way of knowing. (unless, of course,
you show up at some future 'researcher gathering' and allow us all to
sniff you. - That alone could be frightening enough that changes in
body chemistry would throw the results off kilter.  Some of us are
very aggressive sniffers.)

However, if you want to go by price, some of the most expensive men's
fragrances which are readily available are:

That is only three out of several within the same relative price

Not only that, you will find more information there than would be

Just as in women's fragrances, "THE" most expensive is probably a
private concoction custom made for a particular individual.  "Joy" is
usually touted as the most expensive women's perfume on the open
market but there are privately made scents which may be higher but not
available to the general public.  The same would hold true for men.

priced" substituted for "most expensive"
