We are using Microsoft Access to create a customer info. data base. 
We are attempting to create approximately 200 user-friendly data forms
that will be filed with both state governments and with the federal
government (US) to obtain inter- and intra-state trucking licenses. We
need the services of a highly experienced Access programmer (working
in VBA) on a consultant basis for at least 4 months -- maybe longer. 
The individual would work in our offices, which are located in a
suburb of Phila., PA, for at least some of this time, since we have a
great many problems to solve. Thus far, we have been unsuccessful in
advertising in the local papers, and we have far too many problems to
solve to attempt their solution by e-mail on, say,
"AllExperts.com". Can you help us find the individual we need? Or can
you at least give us a comprehensive list of ways to find such a
person?

lists "free" ways to find this person, or would you consider paid

Hello kyrie26-ga . . . We will only pay a recruiter/headhunter a fee
of 10% of the hours actually worked by the consultant/programmer.  The
range we are willing to pay for the services we need is
$40.00-$100.00/hour, depending, of course, on the skill level of the
consultant.  We anticipate at least 600 hours of VBA MS Access
programming, but one person may not be able to handle all the tasks
involved, i.e., it may take several different people with different
abilities.
In total, we anticipate spending anywhere from $24,000 to $60,000
(maybe more) to complete our project. We are not willing to pay a
blind fee up front, but we definitely will pay the 10% of whatever a
programmer earns.

Can you locate some sources other than headhunter/recruiters and
sponsored links?  For example, are there some organized groups of
programmers we could contact?  Thanks advance for your best efforts to
help us.

Greetings frank2-ga,

I know of a small Michigan based firm that specializes in just this
type of programming.  One of the founders has around 12 years
experience in this field and their rates for this type of work are
fairly reasonalbe at $70/hour.  They generally do most of their work
at their site but are willing to travel for specification meetings,
installations and training.  Expenses related to travel may also need
to be covered.  Would putting you in touch with these people be what
you are looking for?  Or are you looking for a list of such people?

any other pertinent organized groups that you can come up with. 
In-depth experience in programming the "screens" for user-friendly,
idiot-proof data entry is the focus of most of this work.  Thanks

Hi frank2-ga,

Thank you for your question. I have had some experience in the IT
recruitment industry, and I would like to offer you my help and
committment in finding this programmer.

From my experience, headhunting firms usually have access (no pun
intended) to a large variety of skilled personnel who would be
otherwise "off the market", i.e. they are not listed on resume banks,
or do not publicize themselves. Also, the firms normally do not
operate on a "blind fee", but rather on a commission, employee-hire
basis. And from my understanding, a 15% or 10% fee would not be too
unreasonable, although a 20% fee is closer to the industry average.
There are many firms that will be eager for your business, however,
and you can just call them up, tell them what you're looking for, and
tell them your fee percentage.

In addition to headhunters, there are many other online resources, as
well as free job posting sites you can advertise on. Here are the full

This looks like a really good resource for you, there are a number of
VB and Access programmers. Although they are listed as "work at home",
they are physically located in PA, and I'm sure you won't have
problems negotiating some travel to your office location. It's
