I am looking for funded research opportunities in Discrete Mathematics
or Combinatorics. I do have a PhD, so student grants are no good.  The
funding agency must not be NSF or NSA. Permanent residents of the US
should be eligible. I am not flexible with the subjects, that is,
answers that require research in other parts of mathematics will be
rejected.

The American Mathematical Society website http://www.ams.org/ has the
following job database for a variety of mathematical disciplines:

"The Employment Sector Search offers a search of the database by a
broad range of applied areas of employment in mathematics. The search
can be further refined to a specific field of employment by selecting
the topics listed on the pull-down menu. Finally, the Profiles and
Forums database can be searched by Academic Degree, limiting the
search to the highest mathematical science degree earned by the
individuals profiled in the Careers Bulletin Board."

This answer is way too general. I specified that I was looking for
Discrete Mathematics or Combinatorics, and this answer is about all
branches of mathematics, about 300 of them.

Would you consider cryptography? A slew of discrete mathematics fits in there...

Hello mikike, 

I assume that since you have your PhD you’re also familiar with the
major organizations and institutions in the field. Your best bet for
finding funded research opportunities will be through making
connections with people already working in the the specialty areas of
Discrete Mathematics or Combinatorics. Your challenge is to identify
the places, events, groups, associations, academic institutions and
other organizations where these people congregate and approach them
directly asking for information about current funded research
projects.

Below I’ve listed a couple of possible specific opportunities and a
longer list of specialized resources for Discrete Mathematics or
Combinatorics.

While one of your stipulations was that "Permanent residents of the US
should be eligible," you did not specify your nationality or the
country where you'd like this opportunity...

I found a slew of 12-36 month postdoctoral positions requiring
interest in one or more of the following areas:
