Every school states they have the best programs. I need clarification
as to what is the best Graduate school in the US, for acquiring a MA
degree in ESL( English as a Second Language), By best I mean Name
Recognition in the employment market, research, cost of out state
tution, location

Hi -

Some of your criteria may be mutually exclusive.  For instance, the
best school might not be "the best" in terms of out-of-state tuition. 
Also, what do you mean by location?  What is your budget?  "Best" is
very much a subjective term, even if rated by an independent
organization.
