Is there any easy way to convert an outlook addressbook (saved in
.csv) format, into a palm addressbook?

Palm has an import function, but it only supports .aba files, not .csv
files.

Here are my requirements:
- not necessary to use microsoft outlook (i am traveling and only have
my .csv file outlook file with my contacts)
- doesn't mangle my file (it was originally converted from a palm so
it should work)
- uses freeware (would strongly prefer this, but above two take
precidence)

May I ask, where does the CSV file come from, a desktop PC or PDA also?

By the way do tell us if the comment below answers your question. Thank you.

The site http://www.interguru.com/mailconv.htm has all the details
required to convert from almost any format to any other format. I
checked ahead and saw a program called Dawn at
http://www.joshie.com/projects/dawn/ which will enable you to convert
CSV to Palm. And its freeware. And pretty good. Hope this satisfies
your query.
